Abstract Pakuashan Tunnel is a one-direction dual-hole dual-vehicle-lane tunnel about 5 km long,connecting Changhua and Nantou in Taiwan. The tunnel has 3 machine rooms and one vertical ventilation shaft (9.5 m in inner radius,240 m in depth). The construction started at 15 November 1996. The electromechanical system of the project includes equipments for electric power,lighting,water supply and drainage,fire control,fire alarm,ventilation,air condition of machine rooms,monitoring and control,and broadcasting. The budget is huge. Value engineering is used to control the budget and make it reasonable. The budget determined maintains necessary function,adopts alternative program,and effectively reduces cost about 3 hundred million NT dollars. The rate of return on investment is about 86.
