Abstract：Under the conditions that today the development and utilization of civil underground space are being extensively launched, how to consider the whole layout of the works of service team for civil air defense in accordance of the feature of the modern war has been the discussible issue. This article puts forward the principles, measure and model of the plan layout of the works of service team for civil air defense under the conditions of the local war with the high technology.
