Abstract：In order to control construction period，budgets and quality and reduce interface problems，many projects have adopted the turnkey contact to distribute the construction work in Taiwan. In general，the responsibility of the project under the turnkey system falls on the construction companies. But the construction companies in Taiwan do not have sufficient design capabilities to perform the relevant tasks and thus they usually cooperate with design consultant firms. So the design consultant firms play important roles in coordinating with the construction parties. The case of turnkey system used in a tunnel in the mountainous region of central Taiwan is discussed.
